The advert Which? found claimed to supply a licence for learner motorists who’d failed their theory and functional exams repeatedly. A further advertisement Which? stumbled on was promoted on Instagram and claimed to supply a UK driving licence as well as eliminate licence bans and factors. These 'examining' services aren't provided by the DVLA
